There is an actual well known manual for disabling ships like this without raiding it which was an idiotic idea to begin with. What were they expecting their reaction to be? Israel had a few options. Disable the ship without engaging in any sort of commando operation. Or, inspect the entire ship for weapons and allow them to by pass. In case of the latter, it would have opened up a whole flood gate of other aid ships inundating the Gaza ports. So logically, Israel chose the former although misguidedly strategized [sic].

The humanitarian aids are funded by the international community and less by Israel. The point was to break the blockage to initiate the stream of aid to Gaza not to anchor in Tel Aviv. You're misconstruing the intend.
