The Kori Bustard is the bird which is officially recognized as the world's "heaviest flying living bird", it is heavier than any other birds capable of flight, this fella does fly, but seemingly more useful when it is really threatened (many heavy birds or terrestrial birds would choose to take run as the first choice of escape before flight due to the required energy to do so). The related "Great Bustard" also holds a world record, i.e. Greatest Weight/Size Difference in Adults of Both Sexes.

@lky646 HOWEVER - Tribes in the Andes (where Andean Condors live) mention a "thunder-bird", saying it is totally black with wings the size of 10 men, and crack like thunder when it flies. Some say it brings death to men who hunt for sport, diving from cloud cover and snatching poachers away. Argentavis Magnificens, a black bird, ALSO native to the Andes, with a wing-span of 7 meters may not be totally extinct. If that's the case, it's truly the largest and heaviest flying bird of prey.

They are basing this off mass not wingspan. Andean Condor has the largest wingspan of a terrestrial bird but not mass. Also the Andean's wingspan is met by albatross who are found at sea, the Albatross has smaller mass then the condor and folds its wings close to its body when in the ocean that is the only reason they do not look so impressive.
