The truth is that Iraqis wanted us to take Saddam down: they wanted that in '91; they wanted that in 2003. The people charge of this country on Sept 11, 2001, were SO incompetent, SO inept, SO irrational, SO inarticulate that they hadta make $h!t up, because "the truth" was an utterly forn. concept to them; & besides, what did we care what the Iraqis wanted!
