San Andreas is noteworthy for bridging the Vice City and Liberty City story arcs. You got Ken Rosenberg and Kent Paul and all three of the Mafia families in Las Venturas. A great game needs a great story. I wonder if when Rockstar created GTA III, they had any idea of the world they were gonna create in the four follow up games.
