Homard is just the French word for lobster. They are using this word to distinguish between lobsters with claws (homarus americanus/Maine lobster or homarus gammarus/European lobster) and spiny lobsters (Palinuridae) which are more the norm throughout Asia. Both are extremely tasty!

Thanks to google, I double-checked. This is a lobster species found in the eastern North Atlantic, so these could have come off the coast of France. It is smaller than the lobsters found in the US and Canada.
