They are using a drill to bring the rear of the cage forward to squeeze the chimp between the front/back walls so it can't move and they can administer the shots. These cages are called "squeeze cages" for that reason.

I actually completely agree with you. After seeing videos like this I was promoted to do something about it and thus and created the Humane Alliance to Save the World two days ago.
