the irony is that the new speaker, barney frank, was famous for abusing parlaimentary questions and point of order interruptions to insert partisan grandstanding and nusiance interruptions into the house record. seems like he can dish it out but can't take it.
the minority representative was making a very wry joke. the dems exempted american samoa from the minimum wage bill they pushed because the island's largest employer, starkist, is headquartered in pelosi's san francisco district.
