With over 30 years of train-car counting experience, I have noticed that the typical diesel-electric locomotive can tow 30 cars on average. This train had 2 locos towing nearly 100 cars.
This is a meaningless statistic. 30 loaded cars weigh more than 100 empties. A carload of coal at 100 tons weighs more than a carload of other products that come in at around 70 tons.
And of course what is a 'typical' diesel-electric locomotive. I'm not sure there is any such thing in the industry.
Perhaps the train was preparing to stop and either hook or unhook cars. It may have been about to enter a yard, or maybe it was facing a yellow signal, or anticipating approaching a red one. Ot it might be traveling along a track with a lot of crossings or some other similar reason for traveling slow.
That said, it's because of the frustration that comes from waiting for a slow train to pass (and possibly stop and back up) that people often try to beat trains to a crossing.

hey trains stoped using cabooses because of the FRED Flashing Rear End Device, its like a caboose but it can be fitted on the coupling
