@chutubeme no its not .under martial law troops can be deployed to enforce the law. national guard only needs governors approval.The US Navy can deploy to the streets with authority of the sec nav.army and airforce need martail law where everyone is under military rule due to emergency or attack. look it up these people are leaving alot out.however they will only do that at the very very last resort.
