It's to serve the nearby hiking trailheads, so people can come up from the city and hike on weekends without having to drive

My guess is that when they let the conductor know they want to get off there, he tells the engineer where to stop, or tells them which car to be in.
well then they need to know well in advance since these trains need a good distance to stop
Yes, you're supposed to let the conductor know at the previous station (Cold Spring) on the way up. On the way down, they come through slow on weekend afternoons.

It was taken from the stairs down to the ballast near the platform (you can see them near the end).
