President Bill Clinton ordered the bombing on chemical, bilogical, and nuclear buildings in Baghdad because stupid Saddam Insane was thumbing it's nose on UN inspectors and throw them out whether UN inspectors get close to their WMDs program.
The USAF send in F-16s and B-1 Lancer bombers in support of ODF from bases in Kuwait. The British contributed to the operation by providing the RAF Tornados as well to the scene.
I believe ODF should have gone long enough though. Four days is not enough.

JApanese general said that invading the mainland USA would be like "cut like graas and trees." In this one here, we still tried to get Iraq into complaince with the UNSC REsolutions and Iraq still didn't do that.
