@JGRWD you can't let water out when the rivers and lakes are frozen. They were letting water out earlier in the spring. Don't talk about things that you know nothing about.
Trying to create panic is irresponsible at best. All man-made structures have the chance of failure. I would suggest backing up your title claim with the actual numbers if you want to be making such claims, otherwise you have the responsibility to ensure that people understand that you are just stating facts that are no more true in flood years than they are in non-flood years.
The title should be changed to "The Dam Master Plan". ;b
