Part of the game. It's a way of making sure cheap shots don't go unpunished. Like if player from team A does some vicious shit to another player, the goon from team B steps up to defend his teammate, or avenge him if an injury has been sustained. The refs don't intervene because 1) they understand the purpose of hockey fights and 2) they don't want to get punched (because the fight goes on even with refs). They intervene when a player is down. Hope that clears it up.

Because it allows them to get the frustruation out, if they jump in and break it up before it happens then it's just going to repeat the whole game til it happens. But if you notice they break it up as soon as they hit the ice so they don't get cut by the skates.
