This is pre-recorded. You can definitely see she doesn't sing 'light' fully at 1:48. Lots of artists are pre-recording 'live' vocal tracks that are edited in the studio and then lipsync them.

Again, in 1:48 she really seems to stop singing before the recorded voice, and that's Katy's voice, not just the back up singers. Same in 2:46, her "yeaaah" goes on and on and you can see her in the distance dancing with both hands (and therefore the mic) away from her face. Too many coincidences. And I'm sorry but that can't be justified with the back up singers, that's supposed to be her voice.
