White tail, rear mudguard and reflector were mandated by law for all bikes ridden on the road, even by day in Australia. This regulation was actually enforced in Queensland Australia right up to the early 1960s and police used to inspect bikes at primary / elementary schools once every couple of years. It used to be on the back of some kid's school notebooks too.
