So yeah this was a time of jingoism and when the Leave It To Beaver attitudes were being replaced by "just cause you're an American doesn't mean you're always the good guy".
It made no sense having Hulk change BACK to Banner when he gets angry. It makes more sense to have the change back triggered when he calms down, which is how they had it be later on.
They aren't the US Army! They're the Red Army. Hulk is in USSR; Dr. Banner is a prisioner of the evil Soviets. I belive this was the only comic that Hulk (the "hero") KILLED the soldiers who attack him. It was 1966 (the Cold War) and the censors didn't protest... the dead were commies!

I don´t understand why the animation was so bad. The comic designs are amazing, the voices are great...

I don't think anyone was actually killed. Hurt, oh yeah. Killed, don't think so. Not in a Marvel Comic from that era.
