I wish everyone would hear these numbers every day! I hear all the complaints about what immigrants cost, but what about this war? If we invested in central and latin America like we do in Iraq, we could have access to oil, and help mitigate (not solve)the immigration issue.

I think the speaker was referring to the annual surplus; that the national debt was reduced during Bill's term. When Bush went into office, the trend of reducing our national debt was reversed - hence the annual surplus disappeared.
