looks like a helicoptor. if you look at the trees below it, they are not too clear. the blur is probably from fog. But the lights rotating, mean the helicopters turning around. Just my theory.

the chances of the dog barking in the same way twice must be quite slim. it would appear that we have two audio streams here, one the buzz/hum of a microphone with a high gain and the other a sample of the dog barking. At 0:25 seconds you can hear a metallic sounding hiss cut short which is not present at the start of the video but I believe that this is where the sound was overlapped.

I hate to say it but johnbadanderson is right, the audio of the dog barking does indeed loop. the very first bark (followed by a quick sucession then another two barks one second apart) repeats again exactly at 0:28. I've just recorded the audio, split it out and compared the peaks.
