Well at first is was thinking the the settings are on low, but i checked on-line to see in-game footage, and it's the same.

I don't find the game very interesting. Probably because i kinda hate TLOTR (i don't find it interesting and fun).

Just a question to make sure since I may be buying a computer with this card soon-- It's only fraps/whatever your recording with that causes the slight lag right?

Nope.

Fraps just cut arround ~5FPS. The game runs on 1280x720 with arround ~25FPS.

8600M GT is a old graphics card, you should get something better.
