Impeachment proceedings tie up the Senate and prevent legislation with actual purpose from going through. It is completely unrealistic, not to mention pointless, to attempt to try the President and Cheney now. They'll be out of office next year anyway. Lawmakers want to focus on lawmaking and getting positive things done, not trying the President. We saw what an absolute fiasco that was with Clinton and not many people wish to repeat it.

Impeachment proceedings begin in the House, not the Senate. So, why would you write to your Senator to begin proceedings, instead of writing to your Representative? Why wouldn't you write your Representative to urge that hearings are opened. Hearings, I believe, would be the first step in impeachment proceedings.
