It would depend how much it costs, but since we're talking about a future technology I can't really say. But you would be able to take some money out of security and let prisoners know that they could escape, but if they do they'll be shot. That might clear up prison congestion at the least.

eh. . i know it sounds like something out of a future " sci-fi " movie. . but they seem to be pushing for it. . .

not as a GPS device. . . but some chip that can help with medical research. . . like give a DNA/Family History scan so they know what disease/illnesses run through ur family bloodline. . cancer,high blood pressure,diabetes, and etc.

Well, the idea of only doing it to prisoners makes that another negative to being in jail. Even if you get out you'll always have a tracker in you, so if you don't want that, stay out of jail. That might help deter people if they aren't already scared of the rape.
