Funny thing is that the person responsible for securing the vault is* Gregor Richardson, but as the head M.A.G.I. liaison Azuria has to take care of getting the stuff back. That and i suspect the first spell Gregor learned was 'Shift Blame', and he's been relying on it ever since.
*Actually it should be 'was responsible' now that Galaxy City has been destroyed.
