Reprogramming Earl involves AI, not computer security and hacking. She's the one that built Earl (at least, that's the implication), so she knows what his AI is like already. It would be a simple (for her) matter of changing his internal wiring.

@Baec She made Rusty as a learning robot so he can feel human but not be human just like Megaman. Also she wanted a child but couldn't have one at least i think that's how i remember it but oh well if it's not true good theory.
