Bottom line, the store owner BROKE THE LAW. I find it real hard to believe that he didn't notice, or wasn't smart enough to place the U.S. flag on top. Yes, it is illegal to fly another flag at the same height or above the Stars and Stripes, but to totally deny someone the right to fly the flag of their ancestral country is just as wrong in it itself.
