The interlocking is operator controlled. You'll notice that eastbound blue line trains stop in advance of the switch and select the diverging route. The blue/green lines are automatic block signalled--not centrally controlled. Cab signals begin just west of E.79 (trains always stop to press the cut-in switch there) and continue to Tower City. The red line is all cab signals.

no need for crossing gates. The trains are controlled by regular traffic signals the control street traffic at every street crossing.
