Traffic is "conveyed commercial(corporate) goods". I and my RV are traveling and private. A car or "conveyance" doesn't need a license unless it is being "operated" for hire, and the presence of an expired tag doesn't mean pay is being received to steer or "drive" that car or RV.

I had 9 police at my door because my neighbor reported to them, that my infant son at the time was crying, (he was sick with a fever)... I walked outside to take my dog out and when I did I was confronted with nine cops and their pistols... They told me My old dog almost got shot because they didn't know he was there.
