1) what are you doing exactly when you're making the selections that look like a bunch of random stripes? I assume you're not making each one manually by how fast it appears, but I'm curious if there is some short cut to doing something like that, it's a nice way to add effect.
2) are you using custom brush sets or just the stock ones?

To select the stripes there's a tool in photoshop that lets you select a vertical or horizontal row of pixels. For the wider stripes I dragged with the box selection tool. I use it all the time to make those digital video glitch type effects.
And for brushes I just used the stock ones, but I turned up the scatter on them a little.
