The failure was no motorcycles flanking both sides of the limousine and no secret service agents riding on the back bumper and eliminating a clear field of fire. He explains that it wasn't bullet proof, but even some people in the Secret Service didn't know that, and it might've discouraged Oswald from taking the shot. On the other hand, he explains that if Oswald took the shot, the bubble top would've shattered, potentially killing Mrs. Kennedy. So, who knows?

Oswald didn't want the limelight, was upset that his cover was going to be blown: "Now everyone will know who I am" he complained. The shots came from the front. Oswald was on the second floor, waiting near the public phone for a phone call from his handler, who he was later to meet in the Texas Theater. The cops knew just where he was because Oswald, the designated patsy, was ratted out.
