Those are costumes you can unlock after beating all of the bosses once. The dancing is the menu screen for one of the extras (movies, art, etc.)

It's not that simple. Beat all of the bosses once, then you can fight them again and gain items that are made into the costumes. Plus Franky needs to build a changing room first. Its kinda tedious.
