"I can take it off at any time" is a rip off of what anybody with any kind of addiction might say in the same situation. For example, "I can stop drinking at any time." Or, "I can stop taking Oxycontin at any time." The phrase isn't a rip-off of anything, it's a cliche.

And an intervention about a guy wearing a ridiculous hat, not exactly a common thing. Who knows maybe it was homage to family guy, albeit a rather dim one. Show's DO rip each other off all the time, Family Guy did just the other night, saying the mayor has AIDS like south park did with Jared from subway. HIMYM shouldn't have, they're too good of a show rip off a crude show
