He has an idea but he need to practice more before he starts to teach and what he calls one drop is actually called steps as he is giving a kick for each step in a bar. one drop is actually a kick and a rim/snare at steps 2 and 4

I may be wrong, but I count it like a half-time shuffle, so to me the one drop beat sounds like kick+rim on the 3 of a bar. Same for the dub steps (both 4/4 "square" tempo or 12/8 shuffle). Anyway, I think this guy just wanted to show some basics. There are "so much things to say" about reggae (first of all the feeling and the groove on the hi hat) you can't expect someone to teach everything in a minute. He should be more precise while mentioning tempos, though.
