By the way, have you heard about Mexican composer Julian Carrillo?? He is the creator of the Sonido 13 theory, which demonstrates microtonal music capabilities through many experiments and pieces.
Oh yes I have researched quite a lot, and got some of his music, it really interesting, thought the only use he did with micro-tonality is melodic, that what makes Alois Haba more interesting, but Carrillo's work is still great.
The armonic susten for quarter tone system, is found in the highest armonics, but still quite unnatural, though I think its just a matter of getting use to them.
Though its found in the higher end of the harmonics Im pretty sure we still comprehend no more tonal function due to that fact because we only can physically register the relatively low overtones of harmonic timbres.
What you can do is remap partials electronically to create consonance in these micro intervals and then one recieves, depending on that interval's location in the new series, certain tonal connotations. A fifth in 5-TET will sound like a fifth only if its overtone is remapped.
I agree, though maybe -and just maybe- quarter tone and microtonal music escape from them simply because these do not correspond with the 12-tone naturally imprinted scale in most people's minds.

Not really, you're just not used to hearing such small intervals. But there is nothing that makes a sixth-tone stranger than a semi-tone
