Actually if I recall it correctly, if you revisit the town after defeating Cackletta the first time but before going to Bowser's Castle, you could see the town in its repaired state.

This is one of the best GBA games ever, right next to Final Fantasy VI Advance. At my middle school, we used to watch this half hour news thing in the morning called "Channel 1" and this commercial came on there often. I'm surprised no one but me was excited to get this game. Just like all the other Nintendo commercials that came on, everyone stayed silent and uncontent during them, but laughed at all the other commercials. My teacher didn't even find it funny.
