Well a. he ran the simulation which showed him that world domination at this stage would lead to him getting killed pretty quickly so he's put that on hold. And he's discovered sexuality which has gotten him confused. But I will point out he still kills people on a whim. Matthew McConthing, the Vaudville guys, New Brian, Joe in the Stephen King thing (non-canon technically, but still). So I wouldn't say he's not evil anymore, just reeled in his plans for a bit.
