It looks like Scrappy wants to eat Tornado. I would be real careful about leaving those two alone together. Any dog who is that interested in a cat and licking that frantically is probably wetting it's whistle, not showing affection. Tornado is a beautiful kitty and it's clear you lover her, so hopefully you will be keep her and Scrappy separated when you're not home.
