He probably used the Japanese "DKEdit" program.

You can find a translated version on the DKC-Atlas forums. It's in a topic under ROM Hacking in the Projects/Fanworks section.

Also, be sure to check out the DKC Level Builder while you're there! I just recently released a beta demo which demonstrates basic DKC physics.

@xfierusx well that's cause there's no good editor for DKC like there is Lunar Magic for SMW. Right now everybody is making Kaizo DKC hacks but probably soon (like another couple years) there will be enough to work on stuff on par with Super Mario hacks.
