no, in fact, the game is not being released anymore. Some company made this as a fanmade game of the series. But the rightful owner of FMA wanted it down, so they did. Only a few copies were released. But there might be a chance you could find the chinese version on the internet

OceanX was apparently four Chinese college students/FMA fans. There's fansites dedicated to BBI, and at least one has a download. Google "Bluebird's Illusion" and click on the first link and search.
