Just make a research - there is no russian bases in BG. Especially in that city. For the record - Bulgaria has no "abandoned nuclear plants". It has only one NPP (and one in construction) which is operational and perfectly guarded. Moreover the biggest foreign investment иn the country is in a powerplant for more than 1 billion Euro by the American company AES.
