If this is the Local on the 8s, why does the time say 11:11 instead of 11:08?

Probably the STAR's clock was different from the time at TWC.

11:08 could have just started late. I remember back then most Local Forecasts would come on late. Show me a WeatherSTAR XL clip with the original 1 minute flavor.
