This song is about North and South Korea, but the message is international. My personal view of this song is it's saying that it is telling us to put aside our differences and let the past remain the past and come together.

the soviets came down from the north and the americans from the south into japanese-occupied korea. they divided the country in half and each established their own ideology in their area of occupation. the rest is history.

before japanese occupation korea was an independent kingdom within china's sphere of influence. but china proved to be too weak to keep japan at bay so korea broke off ties with china and tried to go it alone. but korea was too weak and eventually got annexed by japan.
