Not very smart. If I were to see somebody reaching for a shoulder holster in public I would be ready to draw down on them, and not with a cell phone.

hmm... clever but dangerous. Consider being in a public square. Your phone rings, and you reach for it. The Governor is in the same park, taking lunch with his security guards. How will your actions be construed by his armed escort? Or an legally armed citizen?
