Yes on a bad day you will get hit by echo cut and 2x oil flame bombs in the same turn if that happens you can easily lose the battle.

Hence I beat Airs Rock first then easily won this battle at level 13 else I hit level 10 when the battle is first accessible.

That's one tough pirate, but sigh... another 'not villain' this game series has a habit of 'misunderstood bad guys' it's eyerolling sometimes.
