This was actually built on a bicycle wheel and is tilted slightly. The weight of the train keeps it on the lower side as it turns the layout/wheel around. That's all there is to the mechanism! It has been coming to the show for decades now, and always attracts the attention of a number of people who have never seen it!
An exhibitor at the Brisbane Model Train Show always brings a layout like this featuring a tethered Thomas that actually drives the layout around. He provides a brake pedal with which kids can try to make Thomas stop at the station (with considerable inertia to make it interesting).
When I was a little child. I used to believe that while we were in the car, the car wasn't moving, the world was moving underneath us. Now that I have seen this. I am amazed. :D
i saw a lay out like this ,but the table was at a slight angle. as the train went around and started to climb, the lay out would turn giving the illusion that the train was traveling cross country and you had a birds eye view
These things are so amazing; But how do you sinc the speed of the rotation to that of the train? Seems like it would be easy to burn-up a motor on one of those.
It is different. I built an N scale revolving layout in 2001. And there were probably others before that. I've posted a video response to show my layout. There's some close-ups in other videos.

lol, the train doesnt move, but it still goes somewhere. What everyone always wanted to do, watch their train without getting up and walking around.
