its because the wiggler was added to the CS series only so you may have to upgrade if you want to use it

the wiggler tool is a new edition to adobe after effects therefore its only availabe in the CS series and i am pretty sure AE 7.0 might have it. hope this helps

And then there will appear a bar where you sholud type in: wiggle(3,50)
