@videoonur Hand rails are rails that combine with your hands to make a guide for you whilst walking, often down or up stairs or ramps. This means it needs to be hand height. This however was not made for a combinational use of the hand and the rail to guide a walking person but a flatbar put off a ledge to make a sloped rail. In the skateboarding world this is known as a 'down rail' if it were to be hand height it would possibly be a 'hand rail' though it was not made for the supposed purpose...
