It is a video of the pancake devilfish, Opisthoteuthis californiana. A cirrate octopus.

@ScottyZissou Thank you - we took your identification and passed it along to various researchers who agreed. Taxonomists making the definitive ID were Jim Cosgrove, Royal British Columbia Museum and Mike Vecchione, Smithsonian. They made the same identification as you did - /Opisthoteuthis californiana/ - the flapjack devilfish. Another of our researchers passed along that the Pancake devilfish looks to be a different species
