Can't do that with rabbits though b/c they don't like to be dominated or bossed around or picked up too much.

actually it depends on the rabbit. my rabbit LOVES getting kisses, pets and she would lick me until i fall asleep.she is SUPER affectionate, u just gotta do it because u love her and not bc u want to dominate her (they get the drift, they're not stupid).

if u adopt from a Rabbit Shelter/Rescue, you could probably ask the foster for a rabbit that likes cuddling.

All rabbits do the bunny flop if they're content and feel safe. Seeing a rabbit do that means it's very happy and feels at ease with you and its surroundings. I have 6 rabbits and they all do it...I'm not meaning to sound rude or anything, but if you've never seen yours do it, I guess for whatever reason they just didn't feel happy or safe enough to let themselves be vulnerable like that.

Yes, flopping over like that means a rabbit is happy and comfortable. Rabbits show alot of emotion by their body movements - for example, if they hop up into the air, called 'binking', that means they are excited and happy as well.
