I hope he gets help if he has a health problem causing his sleepiness. Otherwise, it's a negative for people who do have legitimate sleep problems & the practice of ostracizing them is perpetuated.

In this case, the landlord (the City of Detroit) had sole authority to fix the electrical problems in the walls of the apartment pursuant to the lease. In fact, the tenant was forbidden by the lease from repairing the problem. The city had been warned repeatedly by the tenant about the problem. Taylor and the Republicans on the court simply made up a new rule holding that the government was immune from suit where six kids burned to the death. The allegation of sleeping is a minor issue.
