Just try it yourself, guys. Take any colored/textured page from an old magazine and scan it to PDF with your big-ass office printer/scanner/xerox *and* OCR and layout detection enabled. You will see comparable chaotic layering and letter scattering.

It's an easy enough experiment. Try it. Any color scan with text content will look doctored that way. It's the OCR software trying to make sense of the background noise.

You've never dealt with scanned PDF files, have you? You have proved EXACTLY nothing. When you scan a document in, it gets ripped apart in unholy ways, exactly as you illustrate. Letters drop out of words and lines disappear, etc. Nothing makes any sense or looks the least bit logical. You can flatten all the layers and reexport it, yes, but that would amount to image manipulation which you would pounce upon instead. Just admit that you will never accept any proof whatsoever.

For this to work, you HAVE to scan any filled-out signed form-type document •DIRECTLY• into Adobe Acrobat Pro (any recent version: 6 or later, or 5 with the free Adobe Paper Capture plugin installed) using a BUILT-IN scanning command, accept the defaults (uncheck OCR but leave everything else alone),

If you scan a document DIRECTLY into Acrobat Pro, you get a dialog that (in Acrobat Pro 8) has you select the specific TWAIN driver (“Scanner”), Sides (Front or Both if duplex scanner), Color Mode, and Resolution, followed by a group of controls including radio buttons to allow you the choice to either make a New PDF Document or append to any already-opened one, and a checkbox to make the new document PDF/A (archive standard) compliant.

Immediately below THAT is the kicker: a “Document” group with an “Optimization” sub-group with a horizontal slider (same as the one at the top of the “Optimize Scanned PDF” dialog!) immediately followed by an [Options] button to its right!

Clicking [Options] calls up a dialog with options at the top for Automatic (with optional Aggressive) vs. Custom settings, a Compression group with drop-downs, and a Filtering group with the SAME drop-downs as “Optimize Scanned PDF”!

In conclusion: Scanning a document DIRECTLY into Acrobat Pro calls the SAME internal process (called MRC [Multiple Resolution Compression], if you must know) that bringing in an already-scanned image and performing “Optimize Scanned PDF” (found under the “Document” menu in most versions) does, meaning that this could VERY EASILY happen WITHOUT ANYONE DOING IT DELIBERATELY!

EITHER WAY, you get the SAME SORT OF “LAYERS”! Right down to the scaling percentages (24% and 48%)!

Illustrator does that to any PDF you pull into it. Even national review disproved this claim. Also a birther tried creating a photoshop document, created multiple layers etc then pulled it into illustrator totally different result for something that was actually photoshopped. The way an image is compressed creates different layers using an algorithm. Each layer is optimized to save space. Black & White, monochromatic, color gets separated.

The problem with this is that the joint resolution was not a treaty between two nations, one ceding sovereignty to the other; a joint resolution of Congress cannot be used to annex a sovereign nation.
