Chile should stop the planned dams, and move towards taking advantage of it's vast solar, wind, and geothermal power potential. These are all less destructive, and more reversable should a future alternative arise. The destruction of these pristene river valleys will damage tourism as well as destroy a very beautiful part of the country.
